The progressive tense is used when there is an action in progress during a certain time. The action starts before, takes place during, and continues after a different time or action. 

Rules:

Present progressive describes an action that has happened in the past, it is currently happening in the present, and it will continue in the future. The actual time or date the action will stop is unknown.

Examples:

It is raining right now.

Explanations:

It was raining in the past. It is now currently raining in the present, and the rain will continue in the future. The actual time or date the rain will stop is unknown.

Past progressive describes an action that has started at a certain time in the past. It is possible for the action to be currently happening now. It is also possible for the action to continue in the future. It was raining when I arrived.
It was raining in the past. It may be raining now. It may continue to rain the future.
Future progressive describes an action that will begin in the future and will continue to a certain time in the future.It will be raining when we arrive.It will in rain the future, and the rain will continue at a certain time in the future.
